Elaine Horn Elected Mayor Pro Tem
(SEDALIA, MISSOURI) : Following Missouri Statutes that govern Third Class Cities, the Sedalia City Council tonight elected Elaine Horn to serve as Mayor Pro Tem of the City of Sedalia for a one-year term. The term will expire with the swearing in of new Council members on Monday, April 19, 2010.
The Mayor Pro Tem, under normal circumstances, functions solely as a member of the City Council – casting votes on issues and representing the interests of residents of their ward and the City as a whole. In the absence of the Mayor, the Mayor Pro Tem represents the City at official functions and performs ceremonial duties including proclamation signings. Statute also provides that if the Mayor were to be absent during a meeting of the Council, the Mayor Pro Tem would chair the meeting.
In the event of a vacancy in the Mayor’s office – through resignation, removal from office, death or otherwise – the Mayor Pro Tem would serve as the Acting Mayor until the next meeting of the City Council. At that time, members of the Council would be free to nominate and select any individual as Mayor – provided that the individual holds all the qualifications under Statute to serve as Mayor – to serve until the next municipal election.
Following the meeting, a reception was held to recognize the new and outgoing members of the Council. The next meeting of the Sedalia City Council will be a worksession scheduled for Monday, April 27, 2009 beginning at 6 p.m.
